This report was commissioned by the Energy and Environment Partnership Programme in Southern and
Eastern Africa (EEP S&EA, referred to as EEP) – an initiative of the Ministry for Foreign Affairs of Finland
(MFA), Austrian Development Agency (ADA) and the United Kingdom (UK) Department for International
Development (DFID), and developed in partnership with Camco Advisory Services (Kenya) Limited.
